Retrocedări ilegale de terenuri/Negoiță îi amenință cu dosare penale pe foștii angajați ai primăriei/ USR: „A mai amenințat și în 2012”

Robert Negoiță amenință că le va face dosare penale foștilor angajați ai primăriei care au ajutat la retrocedările ilegale de spații verzi, curți de școli, locuri de joacă sau parcuri. Aflat la al doilea mandat ca primar al Sectorului 3, Robert Negoiță spune că s-a ajuns în situația în care cei care au câștigat în instanță dreptul de proprietate, vor să intre în posesia terenurilor. Astfel că, în unele parcuri din sector, pe terenurile dintre blocuri sau în curtea școlilor să apară construcții, spre nemulțumirea locuitorilor din acele zone. 

Robert Negoiță îi amenință cu dosare penale pe foștii angajați ai primăriei, despre care spune că au făcut ilegalități

„Începutul anilor 2000 a însemnat aducerea în atenția publică a unei teme extrem de corecte și necesare: retrocederea proprietăților confiscate de comuniști foștilor proprietari. Ca orice idee bună, ea a fost imediat confiscată de oportuniștii vremii. Astfel, câte din terenurile cu adevărat valoroase din București au fost retrocedate adevăraților proprietari și câte celor care au cumpărat, pe doi lei, drepturile litigioase? Ei bine, retrocedarea s-a făcut pentru toată lumea în teorie. În practică, au beneficiat doar „băieții deștepți”. Ca prin miracol, după ce drepturile litigioase au ajuns în posesia cui trebuie, toate mecanismele statului s-au pus în mișcare. Toate rotițele ce fuseseră blocate pentru adevărații proprietari, acum funcționau. Și chiar bine. Pentru ei s-a putut, pentru proprietarii de drept, nu. Imediat au intrat în horă autoritățile statului. Când vorbim despre terenurile, adică despre spațiile verzi din Sectorul 3 ce au avut acest traseu”, spune Robert Negoiță.

După șapte ani de mandat, Negoiță a ajuns la concluzia că ar fi vorba de o grupare foarte bine organizată care se bucură de „suportul unei adevărate rețele care are ramificații în aproape toate structurile statului”. Tocmai de aceea este hotărât să facă plângeri penale.

„(…)schema acestei combinații, care, cred eu, are doar în aparență iz de legalitate, este una extrem de bine gândită, pusă la punct până în cele mai mici detalii. Și beneficiază de suportul unei adevărate rețele care are ramificații în aproape toate structurile statului. MIZA: miliarde de Euro dobândite în urma retrocedării acestor spații verzi, prin exproprierea lor”,  susține Robert Negoiță.

Situația parcurilor A.I. Cuza și Brâncuși

Edilul sectorului 3 a dat ca exemplu situația Parcului Brâncuși care a fost retrocedat acum 10 ani. Proprietarii au dat în judecată Primăria Sectorului 3 și au cerut despăgubiri de 700.000 lei, deoarece în parc au fost amenajate locuri de joacă pentru copii și terenuri de sport. Procesul a fost câștigat de proprietari, iar pe terenul cu pricina se construiesc blocuri de 10 etaje.

Situația celor 12 hectare din parcul Al.I. Cuza, suprafață cuprinsă între biserica Titan, zona Potcoava și gura de mterou, a fost retrocedată în anul 2005. Primăria S3 a a atacat în instanță dreptul de proprietate al noului proprietar. Pe acest teren se intenționa construirea mai multor blocuri.

Robert Negoița a explicat situația mai multor terenuri din sectorul 3.

„Aparent cu legea în mână, cumpărătorii de drepturi litigioase, prin intermediul unor persoane băgate la înaintare, au obținut decizii de instanță definitive și irevocabile, prin care mă obligă și ne obligă să eliberăm aceste spații. Astfel, așa cum este situația la Sectorul 3, suntem intimidați și trimiși în judecată, solicitându-ne milioane de Euro pentru tulburare de posesie. Dar ce posesie?! Posesie de parcuri și de spații verzi? Publicul trebuie să înțeleagă faptul că avem de-a face cu o construcție făcută în 20 de ani, de „băieți extrem de deștepți”, abili și orientați. Și cărora acum le-a venit vremea să-și numere banii. Și nu vorbim de bani puțini, vorbim de sute de milioane de Euro. Acești „băieți extrem de deștepți” sunt din toate zonele statului”.

Negoiță condamnă ONG-urile/ Cosilier local USR: „Niciunui ONG nu i s-a permis să intervină”

Robert Negoiță acuză ONG-urile că activitatea lor se rezumă doar la interesul financiar. „(…) câteva ONG-uri care sunt foarte vocale şi foarte puternic mediatizate în mai multe zone care nu fac altceva decât să militeze pentru exproprierea acestor terenuri – vezi Doamne, pentru comunitate – în esenţă nu interesează decât ca banul public să intre în buzunarul lor”, spune edilul sectorului 3.

Pe de altă parte, Ana Galbenu, consilier USR,  în primăria sectorului 3, spune că niciunui ONG care apără orașul București nu i s-a permis să intervină în procese.

„Primăria S3 a atacat, întradevăr, decizia de retrocedare făcută de Primăria Capitalei, însă nu știu cât interes s-a acordat. De exemplu, nu s-a permis intervenția ong-urilor precum Eco-Civica sau ASB, deși acestea au vrut să se implice. Nu au permis niciunui ONG care apără Bucureștiul să intervină în procese.Noi am cerut primăriei lista cu toate retrocedările, însă nu ne-a fost furnizată, așa că nu avem idee de cât de multe sunt, din păcate”, a spus Ana Galbenu pentru MainNews.
