Rectificarea bugetară, subiect de tensiuni în coaliția de guvernare/Călin Popescu Tăriceanu:I-am spus doamnei prim-ministru că nici politic nu o să dea bine. Eu cred că trebuie să alocăm bani la investiţii

Rectificarea bugetară generează tensiuni în coaliția de guvernare. În ultima perioadă, în spațiul public, au apărut mai multe variante prin care Guvernul încearcă să adune bani astfel încât, la sfârșitul anului, să nu depășească ținta de deficit de 3%. Deși rectificarea bugetară trebuia să se afle pe ordinea de zi a ședinței de Guvern de săptămâna trecută, decizia a fost amânată pentru această săptămână. 

Impozitarea progresivă a tuturor pensiilor, a celor mai mari de 2000 de lei sau doar a celor  speciale sunt variantele apărute în spațiul public. Acestora li se adaugă eliminarea gratuitătilor de care studenții beneficiază la transportul pe calea ferată, a unor programe sociale cum ar fi “cornul și laptele” sau “primul ghiozdan”. Creșterea accizei pentru țigări, taxarea băuturilor răcoritoare care conțin zahăr, intră și acestea în calculul Guvernului. Și asta pentru că, în primele 6 luni, Guvernul a cheltuit mai mult decât iși planificase, astfel că  s-a ajuns la un deficit bugetar de aproape 2% din PIB. 

Cine pierde bani la rectificare, cine câștigă

Ministerele care pierd bani la rectificare:   

  • Ministerul Transporturilor pierde cei mai mulţi bani la rectificarea bugetară, între 2.5 şi 3 miliarde de lei, din bugetul de 12.6 miliarde de lei. Chiar dacă promiteau în acest an peste 100 de km de autostradă, cei de la Transporturi sunt departe de atingerea acestei ţinte, de aceea banii nu au fost folosiţi. Autostrada Comarnic – Braşov, declarată de interes strategic în CSAT, nu intră în discuţie în acest an, anul viitor urmând să apară primele facturi pentru studiile de fezabilitate.
  • Sănătatea pierde şi ea bani la rectificare, având blocată o sumă de 400 de milioane de lei. . În primele şase luni, Ministerul Sănătăţii a cheltuit aproape 4 miliarde de lei din cele 11 miliarde alocate la începutul anului.   
  • Şi Educaţia pierde 2 miliarde de lei, pentru că un program de 2 miliarde de lei cu fonduri europene privind tablele interactive nu a fost pus în practică, iar banii au rămas necheltuiţi. 

Instituții care câștigă bani la rectificare:

  • Administraţia Prezidenţială a primit banii ceruţi în plus – 9.5 milioane de lei, potrivit surselor din Ministerul de Finanţe.   
  • Serviciul Român de Informaţii a obţinut 390 de milioane de lei, după ce au cerut 481 de milioane de lei.   
  • SIE a cerut 60 de milioane de lei, dar a primit 47 de milioane de lei.   
  • SPP-ului i se vor alocă 42 de milioane de lei, deşi cererea era pentru 46 de milioane de lei.  

Ministrul Muncii, Marius Budăi, a anunțat că schemă de impozitare a pensiilor de serviciu va fi gata luni. El a mai precizat că sporul de 15%, acordat bugetarilor, pentru condiţii grele şi vătămătoare de muncă, nu va dispărea.

„Vis-a-vis de pensiile de serviciu, eu am să le zic aşa cum scrie la lege, sunt câteva scheme care până luni vor fi decise, de impozitare sau de taxare. Sunt chestiuni discutate şi vor fi asumate prin rectificarea bugetară. Este vorba în primul rând de separarea pensiilor pe contributivitate, acele pensii care se plătesc din bugetul asigurărilor de stat faţă de celelalte indemnizaţii sau pensii de serviciu care se plătesc din bugetul de stat. Acele pensii care se plătesc din bugetul de stat vor fi acele pensii care, conform pragurilor valorice apărute deja în presă, se vor taxa suplimentar”, a declarat ministrul Muncii, Marius Budăi, conform Agerpres.

Calculele guvernului nu sunt însa pe placul partenerilor de coaliție. Liderii ALDE critică majorarea bugetelor pentru SRI sau SIE, dar și tăierile de la educație, sănătate și transporturi. 

“Sunt tăieri la toate capitolele, instituţii sau ministere importante, inclusiv investiţii, dar sunt majorări cu peste jumătate de miliard la instituţii precum SRI, SIE, STS, etc. I-am spus doamnei prim-ministru că nici politic nu o să dea bine. Eu cred că trebuie să alocăm bani la investiţii, acolo unde sunt proiecte cu co-finanţare cu fonduri europene, care sunt vitale şi ne vin bani înapoi”, a afirmat Călin Popescu Tăriceanu, duminică seară, la Antena 3.

Și Andrei Gerea, deputat ALDE, cere explicații Guvernului legat de reducerea bugetului prntru programul START-UP Nation:

“Ideea că după rectificarea bugetară nu s-ar mai finanța toate cele 10.000 de proiecte ar fi una total greșită care ar scădea încrederea românilor în proiectele guvernamentale, mai ales în acesta. Sper că acest lucru este luat în calcul inclusiv de ministrul de Finanțe.

Faptul că s-a tăcut pe acest subiect până acum, iar speculațiile în spațiul public au luat amploare nu poate fi acceptat. Trebuie să existe atât din partea Ministerului pentru Mediul de Afaceri, Comerţ şi Antreprenoriat, cât și a Ministerului Finanțelor o reacție clară cu privire la cele vehiculate. Bun, nu vorbește în coaliție, dar măcar ar putea să le răspundă reprezentanților mediului de afaceri”.
