Reuniunea GRECO: parlamentarii români au adoptat jumătate din recomandările Comisiei
Parlamentarii au adoptat jumătate dintre recomandările Comisiei GRECO cu privire la activitatea legislativului. Aceasta este concluzia ultimei reuniuni la care a participat și Eugen Nicolicea – unul dintre artizanii modificărilor Codului Penal și a legilor justiției.
Recomandările Comisiei GRECO pentru parlamentarii români
Recomandările Comisiei GRECO pentru Parlament au vizat creșterea gradului de transparență și acces al cetățeanului la informații privind activitatea legislativă, transparentizarea activităților de lobby, adoptarea si aplicarea eficientă a unui cod etic al parlamentarului, consolidarea sistemului de restricții cu privire la cadouri, ospitalitate, favoruri si alte beneficii pentru parlamentari.
Totodată, s-a mai cerut clarificărea regimului conflictului de interese și al incompatibilităților, un rol proactiv din partea ANI în gestionarea cazurilor privind membrii Parlamentului. Nu în ultimul rând, GRECO a mai solicitat clarificări privind sistemul de imunități și îmbunătățirea acestuia inclusiv prin reglementarea unor criterii clare și obiective privind deciziile de ridicare a imunității.
Menționăm ca, recent, parlamentarii au refuzat cererea DNA de ridicare a imunității pentru Călin Popescu Tăriceanu, acuzat de luare de mită.
Eugen Nicolicea despre rezultatul reuniunii GRECO
Eugen Nicolicea spune că, deși s-a reușit implementarea doar a patru din cele opt recomandări GRECO, reuniunea a fost un succes pentru partea română.
„GRECO a constat că România a îndeplinit 4 recomandări (recomandările 5 și 7, alături de recomandările 10 și 12 constatate anterior ca parțial îndeplinite). De asemenea, GRECO a reținut îndeplinirea parțială a altor 3 recomandări (recomandarea 8, alături de recomandările 2 și 3 constatate anterior ca parțial îndeplinite).
Recomandarea 8 privea lipsa unei proceduri formalizate prentru ridicarea imunităților membrilor Guvernului care au și calitatea de deputat. Formalizarea am realizat-o prin introducerea procedurii în Regulamentul Camerei Deputaților. Motivul pentru care se consideră parțial îndeplinită este că procedura trebuie implementată și la Senat. Îmi exprim convingerea că și Regulamentul Senatului va fi modificat în cel mai scurt timp, astfel încât recomandarea să fie considerată ca fiind îndeplinită în totalitate”, susține Nicolicea.
