Parlamentar, către Fifor: Arătați protocolul utilizat de către Poliția Română în cazul victimelor care sună la 112

Senatorul PMP Cătălin Lucian Iliescu îi adresează o scrisoare deschisă ministrului interimar de Interne în care îi cere să publice protocolul în baza căruia sunt preluate apelurile victimelor de către operatorii 112. De altfel, redacția mainnews.ro a adresat solicitări IGPR și STS pentru ca cele doua instituții sa comunice care este procedura de preluare a apelurilor 112 și care este pregătirea operatorilor din dispecerate. Purtătorii de cuvânt ai celor doua instituții au refuzat sa răspundă telefonic solicitărilor.

Scrisoarea parlamentarului:

„Stimate Domnule Ministru,
În prezent, vacanța parlamentară nu-mi permite să vă solicit informații, pe cale instituțională, prin intermediul unei interpelări, așadar, am decis să vă adresez câteva întrebări ale căror răspunsuri sunt de notorietate publică. Consider că demersul meu este absolut necesar în contextul în care cetățenii își pierd încrederea față de insitituțiile abilitate.

Crimele petrecute în Caracal, jud. Olt, au scos la iveală un vid de procedură crasă cu care se confruntă întreg sistemul pe care îl aveți în subordine. Nu există date care să confirme existența unui protocol pe care operatorii 112 să-l respecte în cazul apelurilor în care victima se află într-un pericol iminent. În cazul Alexandrei, atitudinea refractară, lipsa de empatie sau profesionalism a organelor abilitate putea fi compensată printr-un set bine definit de măsuri pe care operatorii și polițiștii trebuiau să le respecte în astfel de situații de criză.

Vă reamintesc, pe scurt, faptul că Alexandra Măceșanu, tânăra în vârstă de doar 15 ani, a apelat serviciul telefonic 112 în repetate rânduri, izbindu-se de indiferența și incompetența persoanelor responsabile care, în mod normal, i-au fi putut salva viața. În schimb, există date rezonabile conform cărora apelurile realizate de către operatori pe telefonul de pe care a sunat victima ar fi putut accentua pericolul în care se afla victima. Nu a existat un schimb util de informații în vederea identificării locației tinerei sau a răpitorului său. În schimb, am asistat la minute întregi care au expus mari carențe la nivelul serviciului 112, dar și a Poliției Române, prin intervenția amatoricească de care au dat dovadă.

În acest sens, pentru a obține lămuriri cu privire la situația creată, vă rog să îmi atașați protocolul utilizat de către Poliția Română în cazul victimelor care sună la 112. Mai concret, cum sunt instruiți operatorii să procedeze în astfel de situații, în care, de pildă victima sună după ajutor fiind privată de libertate.

În cazul în care un astfel de protocol nu există, vă rog să îmi precizați care sunt pașii pe care organele abilitate îi urmează în vederea identificării și găsirii victimelor care apelează serviciul 112.

De asemenea, raportându-ne la lipsa de pregătire a operatorilor 112 care au intrat în contact cu Alexandra Măceșanu, care este instruirea de care dispun operatorii 112 și care sunt criteriile prin care aceștia sunt angajați?

În plus, raportându-ne la incidentul din Muntii Apuseni, ce măsuri concrete a întreprins Guvernul pentru a putea localiza cu exactitate un apel telefonic al victimei? În cazul în care Guvernele anterioare PSD-ALDE nu au realizat nimic în acest sens, ce vă propuneți să faceți pentru ca autoritățile din România să poată localiza tehnic, în timp real, un apel telefonic format la 112?

Nu în ultimul rând, care este explicația pentru care Poliția Română nu a apelat la Direcția de Operațiuni Speciale în timp util pentru a obține informații relevante despre locația victimei, în contextul în care operatorul nu a fost instruit pentru a folosi aplicația care ar fi putut identifica locația victimei?”, se arată în scrisoarea parlamentarului.
