Agenția Națională de Cadastru, noi măsuri pentru accelerarea lucrărilor de cadastru

Agenția Națională de Cadastru și Publicitate Imobilară (ANCPI) dorește accelerarea lucrărilor de cadastru finanțate din fonduri europene. Printre măsurile propuse se numără simplificarea cerințelor din caietul de sarcini și din documentația de achiziție, diminuarea sau corelarea perioadelor de recepție a documentelor tehnice ale cadastrului sistematic. Proiectul urmărește  înregistrarea sistematică a imobilelor din 660 de comune.

Astfel, ANCPI a lansat în consultare publică Regulamentul privind realizarea, verificarea și recepția lucrărilor sistematice de cadastru și înscrierea din oficiu a imobilelor în cartea funciară, aprobat prin Ordinul directorului general al ANCPI nr. 1/2020.

„Am discutat săptămânal cu reprezentanții firmelor de specialitate și cu domnul ministru. Am organizat întâlniri cu prefecți, primari și autorizați din mai multe orașe din țară. Am analizat toate propunerile primite și am găsit soluții pentru problemele semnalate de cei implicați în realizarea cadastrului general. Nu în ultimul rând, am învățat din experiența anilor trecuți, când loturi întregi au fost anulate, din cauză că prestatorii nu au participat la licitații. Cred cu tărie că modificarea specificațiilor în sensul introducerii unor livrabile și plăți intermediare va face diferența. Firmele trebuie să încaseze bani, pentru a-și plăti angajații pe durata lucrărilor de înregistrare sistematică a imobilelor. La nivelul unei unități administrativ-teritoriale (UAT) acest proces durează aproximativ doi ani”, a precizat Laurențiu Alexandru Blaga, președinte – director general al ANCPI.

Conform proiectului de act normativ, livrările vor fi făcute exclusiv în format electronic, cu utilizarea semnăturii digitale.

De asemenea, în urma consultărilor cu reprezentanții firmelor de specialitate, ANCPI a decis simplificarea cerințelor din caietul de sarcini și din documentația de achiziție. Astfel, vor putea participa la licitații atât firmele mici și mijlocii, cât și persoanele fizice autorizate.

O altă măsură constă în diminuarea sau corelarea perioadelor de recepție a documentelor tehnice ale cadastrului sistematic în funcție de suprafața UAT-urilor în care se desfășoară lucrări.

Totodată, ANCPI a decis redimensionarea bugetului, după consultarea pieței de profil și lansarea în SEAP, la finalul acestei luni, a procedurii de licitație pentru înregistrarea sistematică a imobilelor din 246 de UAT-uri.

ANCPI este beneficiarul Proiectului major „Creșterea gradului de acoperire și de incluziune a sistemului de înregistrare a proprietăților în zonele rurale din România”, inclus în Axa prioritară 11 din POR 2014-2020. Proiectul completează obiectivul Programului național de cadastru și carte funciară 2015-2023 (PNCCF), prin realizarea lucrărilor de înregistrare sistematică pentru 5.758.314 ha din 660 UAT-uri situate în zone rurale ale României. Valoarea totală a proiectului este 312.891.155 de euro, din care 265.957.482 reprezintă fonduri externe nerambursabile de la Uniunea Europeană și 46.933.673 – cofinanțare de la bugetul de stat.
